Pueblo Safe Streets for All Project: Public Engagement Plan

Overview

The City of Pueblo seeks to develop a Comprehensive Safety Action Plan (CSAP) that will identify roadway safety infrastructure projects and programs to enable the City to compete for surface road, bridge, and other infrastructure grants. The plan will utilize funding from the Safe Streets for All (SS4A) program to significantly reduce or eliminate roadway fatalities and serious injuries. The following engagement plan will outline the engagement strategy as well as key meetings and activities.

Effective engagement requires a clear understanding of the project vision, mission, and values which are described in Table 1 below, the macro view of the Comprehensive Safety Action Plan strategy. Additionally, to ensure that the CSAP engages effectively with the City of Pueblo community, understanding the Outreach Goals, Key Performance Indicators, and Key Outreach Activities is essential; these are detailed in Table 2, the micro view of outreach strategy.

Engagement Meetings (3)

The Consultant Team will meet with three main groups of stakeholders at key milestones throughout the project, based on project needs determined in conjunction with the City of Pueblo. These meetings will be composed of representative agencies and organizations that can provide input and help guide the development of the Comprehensive Safety Action Plan. The table below provides a breakdown of stakeholder groups, members, and proposed meeting times.

Meeting 3: Public Presentation

A meeting will be planned in June to present a set of safety improvement projects to the public and solicit feedback. If in-person, a meeting location will be selected to ensure accessibility and inclusivity. The meeting may be organized to allow for focus groups or small group roundtables to take a deeper dive into special interests, particular corridors, or city quadrants.

Targeted Discussions (as needed)

Targeted discussion meetings will be scheduled as needed to provide space for the City and Consultant team to connect with specific stakeholders. These meetings may address concerns along key corridors where projects may impact surrounding businesses or other identified stakeholder groups. The Consultant Team will prepare a list of potential corridors for discussion and collaborate with the City to schedule meetings and invite attendees.

Online Community Survey (1)

The Consultant Team will develop one online community survey using ArcGIS StoryMaps that will solicit qualitative and quantitative public input related to key decisions, stakeholder sentiment, and/or project preferences.

Public Engagement Summary

The Consultant Team will track outreach and engagement activities throughout the project. A final engagement summary will be presented to synthesize outcomes and themes from online engagement, engagement meetings, the public presentation, endorsement meetings, and the online community survey.

General Outreach Schedule

The graphic below provides a general schedule for outreach, starting with the launch of the project page in February 2025, the first public-facing communication tool. Three engagement touchpoints will occur via meetings with the Internal Working Group, Elected Leaders and Key External Stakeholders, and Public Presentation which will create space for the community to participate in the planning process.

Promotion Methods

In an effort to equitably reach all target audiences, outreach will emphasize a multi-faceted promotion strategy with visually-pleasing, accessible materials available in English and Spanish. This ensures that all audiences are reached according to their preferred communication channel. The Consultant Team will collaborate with local partners and stakeholders to promote engagement opportunities, increasing visibility and public participation. Options for promoting engagement opportunities include:

  • E-Blasts: Using email software like MailChimp or similar, the Consultant Team can keep stakeholders informed with regular project updates and opportunities to provide input.
  • Social Media: When communicating to the broader public, the Consultant Team will work with the Pueblo communications team to use City of Pueblo social media channels to promote project-related materials – including surveys, the project website, or meeting information.

    • Social media links shared with Community Partners to repost
  • Postcards or Flyers: Since digital access can be a barrier to engagement for some, the Consultant Team has the ability to develop “low-tech” or analog communication materials, such as postcards or flyers for use by the City of Pueblo Communication Team, to inform community members and stakeholders of project updates and opportunities
  • Existing Community Newsletters and Listservs: Using newsletter platforms of the City of Pueblo and local community organizations to advertise key engagement opportunities is an effective strategy to reach a broad audience (e.g., City Newsletter)
  • Yard Signs: If desired, yard signs may be used to promote community meetings.
  • Local Press: The Pueblo Chieftain and the Pueblo Star Journal may be an effective route to advertise the public presentation and the final project results
  • Utility bill inserts or regular mailers generated by the City of Pueblo
  • “Share Kits”: City of Pueblo Public Information Officers (PIOs) can distribute outreach materials as they see fit
  • Community Partners: the below community partners as well as others recommended by the city and project management team could assist with outreach and promotion of engagement opportunities throughout the project if the project aligns with their mission and outreach goals:
