Marijuana Licensing

The Office of the City Clerk is tasked with licensing and regulating the Medical and Retail Marijuana industries in the City of Pueblo.  The City Council implements legislation and the Retail and Medical Licensing Authority conducts background investigations, issues licenses and enforces compliance mandates in order to maintain a robust regulatory structure.

The City Council, City Clerk and Licensing Authority promotes transparency and clarity for all stakeholders by utilizing a highly collaborative process through which it develops industry regulations and furthers our primary mission to ensure public safety.

The Authority has the power to issue or deny medical marijuana licenses and renewals of the same within the City; to impose sanctions on any license issued by the Authority on its own motion or on complaint by the City for any violation by the licensee after investigation and public hearing at which the licensee shall be afforded an opportunity to be heard; issue approvals and disapprovals as provided in the PMC; conduct hearings, grant or deny motions, make findings and orders, administer oaths, and issue subpoenas to require the presence of persons and the production of papers, books and records necessary to the determination of any hearing which it is authorized to conduct; control the mode, manner and order of all proceedings and hearings; adopt rules, procedures and policies for its own proceedings; adopt rules and policies for filing applications and requests; and adopt application forms and submission requirements.
