In Pueblo, we understand that housing is more than just a roof over your head—it’s the foundation for opportunity, stability, and growth. That’s why the City of Pueblo has developed five bold strategies to tackle the affordable housing challenges facing our community.
These strategies are more than just plans on paper; they are the guiding principles that inspire and shape every initiative led by the dedicated Department of Housing and Citizen Services. Rooted in creativity, collaboration, and a commitment to inclusivity, these strategies are driving real change, helping to ensure that everyone in Pueblo has access to safe, affordable, and sustainable housing.
5 Strategies for Affordable Housing
- Boarded, Blighted & Burnt
Identify redevelopment solutions for homes that need demolition due to lack of maintenance, condemnation, structural failure or fires - Rehabilitation
Preserve existing housing stock by expanding funding for low-moderate income homeowners that need home repairs. - Infrastructure
Assist with infrastructure fees for affordable housing development. Add infrastructure to existing City-owned vacant parcels to create development-ready properties. - Blighted Commercial
Assist with the acquisition and demolition of properties with large vacant commercial buildings to make sites ready for redevelopment of high-density residential units. - Homeless Housing Options
Create transitional housing options for individuals exiting homelessness, including non-congregate sheltering options and support for Rapid Re-Housing and Permanent Supportive Housing.
The City’s Division of Housing and Citizen Services has completed a draft 2024 Consolidated Annual Performance Evaluation Report (CAPER), which describes the City’s use of Community Development Block Grants (CDBG & CDBG-CV), HOME and HOME-ARP federal funds for fiscal year 2024. A copy of the draft CAPER will be available for review from December 3, 2025 – December 21, 2025 on the City’s website at pueblo.us or in person, Monday through Friday, from 9:00 a.m.-4:00 p.m. at the following locations:

FY 2024 Annual Action Plan – Substantial Amendment
The City of Pueblo is proposing a substantial amendment to its 2024 Annual Action Plan (March 1, 2024 – September 30, 2025) for Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds. This amendment is required to reflect new activities, revised budgets, and/or updated timelines that meet the citizen participation requirements of 24 CFR Part 91.
Two public hearings will be held to receive comments on the proposed amendment:
- Monday, December 22, 2025, at 2:00 p.m. Housing and Citizen Services Conference Room (2nd Floor) 2631 E. 4th Street, Pueblo, CO 81001
- Monday, January 12, 2026, during the regular City Council meeting beginning at 7:00 p.m. City Council Chambers, City Hall 1 City Hall Place, Pueblo, CO 81003 (The amendment will be on the agenda for public comment and possible Council action.)
A draft of the proposed substantial amendment will be available for public review beginning December 10, 2025, at the following locations:

MINOR REPAIRS PROGRAM
As of 02/02/2026, The Minor Repair Program is OPEN and accepting applications.
Helping Area Homeowners
The City of Pueblo is committed to helping low- to moderate-income homeowners receive the financial help they need to maintain or secure adequate housing.
- Minor Home Repairs Program (MHRP) - The Minor Home Repairs Program is aimed at providing financial assistance in the form of a non-repayable grant to low- and moderate-income homeowners for minor home repairs. Applicants will need to complete the application, provide all applicable documents listed on the checklist, and sign the homeowner certification to apply for assistance.
THE MINOR REPAIR PROGRAM is open for applications. Please note that if the volume of applications received at any given time is more than the available funding or capacity, a lottery will take place to determine the applicant selection.
