In 1991, after graduating from high school, Manuel Alcala joined the U.S. Army where he gained firsthand experience in training, leadership, and office management. After a 4-yr military commitment, Manuel enrolled in California State University, Long Beach, where he received a bachelor’s degree in psychology. In 1998, he was hired by JVC in Cypress, California, where he gained valuable experience in management and personnel supervision. Manuel Alcala began his City of Pueblo career as a Recruitment and Outreach Coordinator in the Human Resources Department in June 2004. Manuel’s position was reclassified to HR Analyst in August of 2006. As an analyst, he continued to serve the public and other City departments by performing many professional level functions such as hiring, outreach recruitment, personnel investigations, classification and compensation, personnel surveys, and training.
Manuel has been serving as Civil Service Administrator since August 10, 2016.
