Organization & Bureau Responsibilities

The Operations Bureau of the Pueblo Police Department consists of the Patrol Division and the Traffic Division. The command structure of the Operations Bureau consists of Deputy Chief James Martin and three captains assigned to the Patrol Division.

Captain Maldonado

Captain Gabriel Maldonado is a veteran of the U.S. Army. After his service in the U.S. Army, he earned a Bachelor of Science Degree in Sociology with an emphasis in Criminology from the Colorado State University of Pueblo.

During the past 16 years, Captain Maldonado has worked a variety of assignments to include Patrol Division, Training Officer, Academy Instructor, Crimes Against Persons, Member of the SWAT Team (Entry Team and Sniper Team), Patrol Sergeant, and SWAT Team Leader (Entry Team and Sniper Team).

In June of 2023, Captain Maldonado was promoted to the rank of Captain and is currently the Watch Commander for Watch II and III

Captain Bowen

Captain Greg Bowen was born and raised in Pueblo, a third-generation native. He is a proud graduate of Colorado State University-Pueblo, graduating magna cum laude with his Bachelor's Degree in Sociology/Criminology in 2005.

Captain Bowen was hired by the Pueblo Police Department in February of 2006 where he served in the Operations Division until he was promoted to the rank of Sergeant in August of 2014. Captain Bowen continued his service in the Operations Division once promoted.

During his career, as both a patrol officer and supervisor, Greg has been a firearms instructor, CIT (Crisis Intervention Team) Officer, CIT Coach, Crisis/Hostage Negotiator, PTO (Police Training Officer), PTO Supervisor, Taser instructor, Bike Patrol Officer, Peer Support Officer and Internal Affair's Investigator. Captain Bowen was promoted to the rank of Captain in January of 2023.
