PUEBLO – The Pueblo City Council will hold its regular City Council Meeting on Monday, Dec. 12, 2022, at 7:00 p.m. A Work Session will be held at 5:30 p.m.
Pueblo City Council meetings are located at 1 City Hall Place, on the third floor in the City Council Chambers. They are open to the public and the Council meeting will also be conducted through the Zoom video conferencing platform, allowing remote access.

All Pueblo City Council meetings are open to the public; however, capacity restrictions do exist. Lines for attendance at the meeting will begin at the posted sign outside the southwest entrance to City Hall. Individuals interested in testifying Monday night are highly encouraged to consider testifying via zoom rather than in person. Directions for gaining access to the zoom meeting can be found below.
Only those individuals who have signed up to attend the designated portion of the meeting will be allowed in City Council chambers, whether it be Work Session, the Regular Meeting, Public Forum or any other portion of the meeting. Signups will be open to those in line beginning at 4:30 p.m. for those seeking attendance to the Work Session, Regular Meeting, Public Forum and for Public Hearing speaking or attendance.
If an individual is not signed up to attend a specific portion of the meeting, they will be asked to remain outside of City Hall until the designated time of the meeting. No overflow capacity will be made available on the first, second or third floors of City Hall. City Council chamber capacity limits and restrictions will be enforced with 135 individuals allowed in Council chambers seated and standing. Should chambers reach capacity, individuals will be asked to leave City Hall.
Upon arrival at City Hall, the public will have the ability to choose from five different sign-up sheets to participate in the meeting and public hearing process. Individuals will only be able to sign up for one of the following sheets at a time. Sign-up sheets include:
- Work Session Attendance
- Regular Meeting Attendance (Public Forum signup will also be available)
- Public Hearing Speakers “For”
- Public Hearing Speakers “Against”
- Public Hearing Attendance, not testifying just observance of the meeting
If an individual signs up for Work Session, after leaving the City Council chambers when Work Session is over, the individual can then sign up for an additional sign-up sheet to be allowed back into chambers for a later part of the meeting.
Individuals who sign up to participate for one of the above listed sheets will receive a card designating what they have signed up for such as “Work Session” or “Public Hearing #1” or another designation. You will need this card to be allowed to enter the building. Those without signup cards will not be allowed in the building.
How to make a public comment or testify at a Public Hearing:
In Person Public Hearing: You must sign up for the public hearing using the above process. You will be given an approximate time of when you will be able to enter the building. At that time, you will pass through building security and be allowed up to chambers. President Graham will call names based on the signup sheet; please approach the podium once your name is called.
Each Public Hearing group will consist of an even number of “For” and “Against” speakers as well as space for public attendance individuals who do not wish to speak but want to hear the public testimony in person.
The Public Forum signup sheet is for individuals wishing to speak on a topic that is not already on the agenda. If an individual wishes to speak about a topic listed on the agenda, they must sign up for one of the public hearing spots on another signup sheet. The public forum shall occur during the televised portion of the meeting, and speakers shall be permitted to address the City Council on camera.
Phone or Online: You can make a public comment or testify through Zoom. To participate in the public forum or speak for or against an Ordinance in its final reading via Zoom, you must call 719-553-2669 to sign up. The signup will begin at 6 p.m. A staff member will facilitate the participation in the Council meeting. While extra staff will be on hand to answer these calls, please be patient. Individuals of the public may need to call back several times before City staff is able to answer to take a name for public forum signup. This phone will be staffed for the entire meeting to allow for late signups.
Zoom access is only for those wishing to speak; observers must watch via the City website or on Facebook. Individuals who disrupt the meeting via Zoom or fail to stay muted until they are called to speak may be removed from the meeting and not allowed to return.

Security Measures for Attendees:
Attendees of City Council Meetings will be allowed entry through the doors on the Riverwalk side of the building starting at 4:30 p.m. Everyone wishing to enter the building will be subject to a metal detector and bag check before they enter.
