Being familiar with the area and having a suspicious feeling about the activity, the officer notified the department's dispatch and maintained surveillance on the vehicle as it drove away. The off duty officer later made contact with the three individuals who then fled from the car on foot. A search of the area led to the capture and arrest of one of the three suspects, later identified as David Roebuck.
