NOTICE OF SECOND PUBLIC HEARING
THE PUEBLO CONSORTIUM,
CITY OF PUEBLO, CO, PARTICIPATING JURISDICTION
HOME-ARP ALLOCATION PLAN
Notice is hereby given that the Pueblo Consortium, with the City of Pueblo, CO (City) as the participating jurisdiction, has prepared its HOME-ARP Allocation Plan. This Plan describes how the City intends to allocate $3,090,925 in HOME-ARP funds, authorized by the American Rescue Plan in April 2021.
In order to obtain the views of citizens, public agencies, and other interested parties, the City has placed its proposed HOME-ARP Allocation Plan on public display at the City of Pueblo, Department of Housing and Citizen Services, 2631 E. 4th Street, Pueblo, CO and online at https://www.pueblo.us/95/Housing-Citizen-Services for 15 days beginning February 24, 2023 and ending at 5:00 p.m. on March 10, 2023.
Notice is also given that the City of Pueblo will hold a public hearing on Friday, March 10, 2023, at 10:00 a.m. in City Council Chambers at 1 City Hall Place, Third Floor, Pueblo, Colorado 81003. Persons wishing to participate virtually may join at the following link:

Comments on the proposed HOME-ARP Allocation Plan can be submitted the following ways:
1. Written comments can be mailed or hand delivered to the City of Pueblo, Department of Housing and Citizen Services, 2631 E. 4th Street, Pueblo, CO and must be received by 12:00 p.m. on March 13, 2023.
2. Written comments can be e-mailed to bgallagher@pueblo.us by 12:00 p.m. on March 13, 2023
3. A public hearing with virtual participation option will be held on March 10, 2023, at 10:00 a.m. To participate in the hearing, join using the instructions above.
Comments received before 12:00 p.m. on March 13, 2023, will be considered. Additionally, City Council will approve of the HOME ARP plan by ordinance at its regularly scheduled meetings with first reading on March 13th and the final reading on March 27, 2023, which will occur in City Council Chambers at 1 City Hall Place, Third Floor, Pueblo, Colorado 81003. City Council meetings begin at 7:00 p.m. The City’s HOME ARP Allocation Plan will be submitted to HUD on or before March 31, 2023.

On or after December 27, 2022, the City of Pueblo will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds, Grant Number 22B-MC-08-0007 under Title 1 of the Housing and Community Development Act of 1974 (P.L. 93-383), as amended 42 U.S.C. 5301 et seq., to undertake the following projects:
Tier 1 Broad Review Program Title: Minor Repairs Program, Project Number CD22015.
Purpose: The program is designed to maintain occupancy by making code related minor rehabilitation repairs to low-income owner-occupied households.
Location: Citywide.
Program Description: A qualifying project is an owner-occupied, single-family home, located in the City of Pueblo and designated as a low-income household. Requiring an essential code related item or repair to correct a deficient condition.
Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.
Level of Environmental Review Citation: 24 CFR Part 58.35(a)(3)(i)
Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review:
• Flood Insurance: Flood Disaster Protection Act of 1973 and National Flood Insurance Reform Act of 1994 [42 USC 4001-4128 and 42 USC 5154a]
• Contamination and Toxic Substances: 24 CFR Part 58.5(i)(2)
• Explosive and Flammable Hazards: 24 CFR 51 Subpart C
• Floodplain Management: Executive Order 11988, particularly section 2(a); 24 CFR Part 55
• Historic Preservation: National Historic Preservation Act of 1966, particularly sections 106 and 110; 36 CFR Part 800
• Wetlands Protection: Executive Order 11990, particularly sections 2 and 5
Mitigation Measures/Conditions/Permits (if any): Each of the laws and authorities listed in the tier 2 site specific review, will be reviewed for each project address to determine compliance. Based on individual project address, mitigation required may vary. If a proposed property is not in compliance with the laws and regulations listed above and the mitigation required to comply with laws and regulation is not the project itself, the project will not be undertaken.
Estimated Project Cost: HUD funded ($75,000) & Total estimated project cost ($75,000).
The activity/activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements per 24 CFR Part 58.35(a)(3)(i). An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at The Department of Housing and Citizen Services, 2631 E 4th Street, 2nd Floor, Pueblo, Colorado 81001 and may be examined or copied weekdays 9 A.M to 4 P.M. or online at https://www.hudexchange.info/programs/environmental-review/environmental-review-records/.

All comments received by December 27, 2022, will be considered by the City of Pueblo prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The City of Pueblo certifies to HUD/State that Nicholas A. Gradisar, Certifying Officer, in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Pueblo to use HUD program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Pueblo’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following basis: (a) the certification was not executed by the Certifying Officer of the City of Pueblo; (b) the City of Pueblo has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to:

The program will complete essential repairs to arrest code deficient elements within or outside of the home. The Program may also undertake accessibility improvements essential to the homeowner.
Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.

PUEBLO CONSORTIUM
HOME INVESTMENT PARTNERSHIP ACT
2022 Notice of Funding Availability
The Pueblo Consortium (City and County of Pueblo) was formed to increase the availability of federal funding received in the Pueblo community. The Consortium receives federal HOME Investment Partnership Act (HOME) funding from the U.S. Department of Housing and Urban Development (HUD) to increase the stock of decent, safe, and affordable housing. The Consortium is currently accepting applications for the development of affordable multi-family rental housing and the development of single-family for sale housing.
Applications are available November 9, 2022, at the City of Pueblo’s Department of Housing and Citizen Services, from 8:30 a.m. to 4:30 p.m., or can be accessed through the City’s website. Completed applications are due by 4:30 p.m. on Wednesday, December 9, 2022. All proposals submitted for funding must comply with the 2020-2024 Consolidated Plan and this notice.

Community Development Block Grant Program and HOME PROGRAM
FY 2022 Annual Action Plan
Notice is hereby given that the City of Pueblo is currently preparing its Annual Action Plan (AAP) for FY 2022, which runs March 1, 2022, through February 28, 2023. The City will apply for FY 2022 Community Development Block Grant (CDBG) and HOME Program (HOME) funds from the U.S. Department of Housing and Urban Development (HUD). The City will conduct public hearings on the use of CDBG and HOME funds received from HUD for the FY2022 Program Year. In accordance with the federal regulations at 24 CFR, Part 91, the City of Pueblo will prepare the Annual Action Plan (AAP) for FY 2022, which will be submitted to HUD on or before August 13, 2022.
The purpose of this public hearing is to present the proposed plan to the public and obtain the views and comments of citizens, public agencies and other interested persons relative to housing and community development needs that may be addressed by CDBG and HOME funds during the FY 2022 program year. The public meeting will be held on March 17, 2022, at 3:00 p.m. in the Community Room at 2631 E. 4th Street, Pueblo, Colorado 81001.
The City will also accept comments from the public via email at housing@pueblo.us as part of this public meeting. To facilitate participation by persons with special needs, please contact housing@pueblo.us to make arrangements at least 3 business days prior to the hearing.
The City expects to publish a draft of the FY 2022 AAP on or before March 11, 2022. A copy of this document will be placed on public display on the City of Pueblo’s website: www.pueblo.us/257/Doucments-Forms for a thirty-day review period beginning on or about March 11, 2022.

2019 Notice of Funding Availability
The Pueblo Consortium (City and County of Pueblo) was formed to increase the availability of federal funding received in the Pueblo community. The Consortium receives federal HOME Investment Partnership Act (HOME) funding from the U.S. Department of Housing and Urban Development (HUD) for increasing the stock of decent, safe and affordable housing. The Consortium is currently accepting applications for the development of affordable multi-family rental housing and the development of single-family for sale housing.
Applications can be picked up at the City of Pueblo’s Department of Housing and Citizen Services, Monday through Friday, 8:30 a.m. to 4:30 p.m., or it can be accessed through the City’s website. Completed applications are due by 4:30 p.m. on Thursday, May 9, 2019. All proposals submitted for funding must comply with the 2015-2019 Consolidated Plan and this notice.

On or about May 1, 2019 the City of Pueblo will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of the HOME Investment Partnership Funds Grant authorized by Title II of the Gonzales-Cranston National Affordable Housing Act, 42U.S.C. 12701, as amended, to undertake a project known as the Sunset Motel Conversion to Senior Housing, for the purpose of planning, rehabilitation, and maintenance of the multi-family housing project located at 2124 Lake Avenue, Pueblo, Colorado 81004.
FINDING OF NO SIGNIFICANT IMPACT
The City of Pueblo has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Pueblo Department of Housing and Citizen Services located at 2631 E. 4th Street, Pueblo, Colorado 81001 and may be examined or copied weekdays 8 A.M. to 4:30P.M.
PUBLIC COMMENTS

OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of Pueblo’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pueblo; (b) the City of Pueblo has omitted a step or failed to make a decision of finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. MINOR REPAIRS PROGRAM
The Department of Housing and Citizen Services’ Minor Repairs Program is open and accepting applications. Up to 10 Minor Repair Projects will be undertaken with the available funding.
The following Program requirements apply:
- Property must be owned by applicant for the past two years;
- All property taxes must be current and the property must be free of liens;
- Property must be applicant’s primary residence;
- Assistance limit is up to $5,000.
Eligible repairs are limited to ONE of the categories listed below:
- Mechanical: Repair or replacement of non-functioning heat system;
- Electrical System: repair or replace unsafe wiring, outlets, breakers;
- Plumbing System: repair or replacement of plumbing lines inside the house;
- Safety and Security: Exterior doors, exterior door locks, dead bolts, window locks and broken windows;
- Weatherization: Insulation, door and window weather-stripping, doors and window replacement, roofing;
- Handicap Accessibility: Grab bars, rails, ADA compliant;
- Exterior Residence Appearance: Exterior painting.
Applications are due November 30, 2018 by 5:00 pm MT and will be available as of October 29, 2018.
