About the Charter
The Constitution of the State of Colorado under Article XX authorizes any city in the state having a population of more than 2,000 to frame a Home Rule Charter for its own government. In conformity with that authority, the people of Pueblo approved a proposal to hold a charter convention by their vote in a regular municipal election held November 3, 1953.
The charter convention delegates wrote and unanimously adopted the
Pueblo City Charter, which was submitted to the people of Pueblo at a special election held April 6, 1954 and approved by a vote of 8,632 to 7,093.
On November 7, 2017 the citizens of Pueblo amended the City Charter to create a Mayor/City Council form a government by a vote of 12,244-yes to 11,426-no.
