Department Organization & Budget
The Pueblo Police Department consists of 269 authorized positions, 207 of which are sworn officer positions and 62 are civilian positions. Of the authorized positions, 14 sworn officer positions and 5 civilian positions are currently frozen. The Department operates on an annual budget of $26,787,316 (2013 approved budget). Of the total budget, $24,857,571 (or 92.8%) is dedicated to personnel costs (i.e., salaries and benefits) and $1,929,745 (or 7.2%) is dedicated to daily operating expenses (e.g., fuel for the cars, utility costs, equipment leases, etc).

Administrative Offices
On February 16, 2011, after the retirement of Chief James W. Billings, Chief Luis Velez took the reins of the Pueblo Police Department as the interim Chief of Police. He has a vast amount of experience and led the Colorado Springs Police Department as their chief of police for over four years. The City of Pueblo was pleased to announce the appointment of Luis Velez as Chief of Police effective July 1, 2011. Velez has demonstrated outstanding leadership while serving as Interim Chief of Police since his appointment to that post.
Also located within the chief’s office is Deputy Chief Michael Bennett, who oversees the Services Bureau and includes the administrative side of the Police Department.
