The Services Bureau of the Pueblo Police Department consists of the Special Services Division, the Support Services Division, the Community Services Division and the Administrative Services Section.

Administrative Services
The Administrative Services Section of the Pueblo Police Department is responsible for the daily management of the "business side" of running a large police department.

The Pueblo Police Administrative Services Section is responsible for the following:
  • Compensatory Time Accrual
  • Daily Management of the Department's General Budget
  • Employee Benefits Management
  • FMLA Issues
  • Payroll
  • Manages All Employee Compensation
  • Overtime Payment
  • Sick Leave Usage
  • Vacation Accrual

Tactical Services Group
The Tactical Service Group (TSG) is comprised of 2 specialized teams: the Crisis Negotiation Team (CNT) and the Special Weapons and Tactics Team (SWAT).

The TSG has been established to provide specialized support in handling critical field operations where intense negotiations and/or special tactical deployment methods beyond the capacity of field officers appears to be necessary. The mission of the TSG is to save lives by attempting to reduce the risk of injury and loss of life to hostages, innocent citizens, law enforcement officers and suspects.

Crisis Negotiations Team
The Crisis Negotiation Team (CNT) has been established to provide skilled verbal communicators, who may be utilized in attempts to deescalate and affect surrender in critical situations where suspects have taken hostages, barricaded themselves or have suicidal tendencies. The purpose of the CNT is to bring peaceful resolutions to conflicts that otherwise pose increased potential for harm to the persons causing the conflicts as well as to others.

The Special Weapons and Tactics (SWAT) Team is a designated unit of officers who are specifically trained and equipped to work as a coordinated team to resolve critical incidents that are so hazardous, complex or unusual that they may exceed the capabilities of first responders or investigative units. This includes, but is not limited to, hostage taking, barricaded suspects, high-risk warrants, active killers, terrorist acts and other high-risk incidents.
